A dead number costs a dial attempt, the dialer slot behind it and the wrap that follows. The shift length does not change. What changes is how many of those slots reach someone.
The retry cycle spends it again. A second or third pass on an unscored file redials the numbers that were dead the first time, and the ones that went dead in between.
The third cost lands on the caller ID. Carrier call analytics score outbound numbers on call patterns, and a dialer working dead numbers produces the short, unanswered calls those systems count against the number the whole floor dials from.
score.phone.scoring returns one object per number, including the score the file sorts on.
accessibility returns valid, invalid or unknown. Undetermined numbers stay separable, so they sit in the middle of the order rather than being discarded or dialed first. An unknown result is not billed.
The reachability score, phone_accessibility, is a 0–10 value built from carrier, network and OTT signals. Sort the export on it and the list is in dialing order. -100 means undetermined, not zero.
